President's College Affordability Plan

Presidenti Obama used the University of Michigan as the backdrop to provide more details on his college affordability plans.  Fact sheet here.

More on this later, but the tuition proposal seems odd to me in that it would appear to create the incentive for schools to hold tuition prices down while increasing other costs (e.g. room and board) and adding on other fees.  It seems that it would just shift costs rather than lower them.
