New Senate ESEA Compromise Bill, Same SNS Language

Senators Lamar Alexander and Patty Murray released their compromise draft ESEA bill this week. It contains the same Title I supplement not supplant language as Senator Alexander's first discussion draft. I wrote about it here. There are plenty of good aspects to it. There are plenty of uncertain aspects to it. The proposed rule says, in short, that the only test of supplanting is a demonstration that schools get their due of state and local funding.
