State Special Education Funding Formulas Report
Whiteboard Advisors and the Foundation for Excellence in Education conducted a national survey about special education funding formulas in partnership with NASDSE, the National Association of State Directors of Special Education, during August-September 2013. A total of 34 State Directors of Special Education completed the survey. Highlights include:
- While responses on funding formulas in use in the states varied, the most frequent types were "other," "multiple student weights," "census-based," and "combination." Many states provided additional descriptions in their comments.
- A significant majority (83%) of states have not changed their funding formulas recently, although a subset of states are considering changes.
- Most states are not planning to change their formulas in the near future, although a handful have begun to conduct studies or form task forces to assess the matter.
- A number of states provided information on aspects of funding systems that they consider unique or noteworthy.
